Rubio: Immigration deal still needs hashing out

Even with one of the largest hurdles to an immigration overhaul overcome, optimistic lawmakers on Sunday cautioned they had not finished work on a bill that would provide a path to citizenship for 11 million illegal immigrants.

The AFL-CIO and the pro-business U.S. Chamber of Commerce reached a deal late Friday that would allow tens of thousands of low-skill workers into the country to fill jobs in construction, restaurants and hotels. Yet despite the unusual agreement between the two powerful lobbying groups, lawmakers from both parties conceded that the negotiations were not finished.

"With the agreement between business and labor, every major policy issue has been resolved," said Sen. Chuck Schumer, the New York Democrat who brokered the labor-business deal.

But it hasn't taken the form of a bill and the eight senators searching for a compromise haven't met about the potential breakthrough.

"We haven't signed off," said Sen. Lindsey Graham, R-S.C.

"There are a few details yet. But conceptually, we have an agreement between business and labor, between ourselves that has to be drafted," he added.

Yet just before lawmakers began appearing on Sunday shows, Sen.?Marco?Rubio?warned he was not ready to lend his name ? and political clout ? to such a deal without hashing out the details.

"Reports that the bipartisan group of eight senators have agreed on a legislative proposal are premature," said?Rubio, a Florida Republican who is among the lawmakers working on legislation.

Rubio, a Cuban-American who is weighing a presidential bid in 2016, is a leading figure inside his party. Lawmakers will be closely watching any deal for his approval and his skepticism about the process did little to encourage optimism.

Rubio, who is the group's emissary to conservatives, called the agreement "a starting point" but said 92 senators from 43 states haven't yet been involved in the process.

The detente between the nation's leading labor federation and the powerful business lobbying group still needs senators' approval, including a nod from Sen. John McCain, the Arizona Republican whose previous efforts came up short.

"I think we're on track. But as Sen.?Rubio?correctly says, we have said we will not come to final agreement till we look at all of the legislative language and he's correctly pointing out that that language hasn't been fully drafted," Schumer said.

Sen. Jeff Flake, R-Ariz., also noted the significance of the truce between labor and business but added that this wasn't yet complete.

"That doesn't mean we've crossed every 'i' or dotted every 't,' or vice versa," said Flake, who is among the eight lawmakers working on the deal.

?I do wish . . . that the NFL did have a voice from the players? side, whether it?s our players? union president, or team captains, or our executive committee on the players? side,? Polamalu said earlier today on ESPN.? ?Because we?re the guys that realize the risk, we?re the guys on the field.?

As MDS pointed out, the players have a voice in the rule-revising process.? Specifically, this year?s the rule changes were discussed with NFLPA president Domonique Foxworth, who worked with Lester Archambeaux, Charlie Batch, Ernie Conwell, Matt Hasselbeck, Brandon Moore, Jeff Saturday, Ben Watson, and Eric Winston in providing input to the Competition Committee.

Also, Will Montgomery of the Redskins presented video to the Competition Committee in connection with the rule that makes the snapper a defenseless player.

Former players also had a voice with the Player Safety Advisory panel, which includes John Madden, Ronnie Lott, Ernie Accorsi, Antonio Freeman, Patrick Kerney, Willie Lanier, Oliver Luck, Steve Mariucci, Anthony Munoz.

So, basically, Polamalu already got what he wanted, without finding a lamp or losing an eyelash.

Austrian police chase herd of cattle through town

VIENNA (AP) ? Austrian police and firefighters have taken on the role of urban cowboys in a two-day round-up of a herd of cattle that broke out of a fenced-off pasture and decided to go into town.

A police statement says the 43 steers defied attempts by police and volunteer firefighters to recapture them after wandering off Thursday and heading toward the Upper Austrian town of Freistadt. After being chased away from the railway station, they endangered motorists by stampeding onto a two-lane highway before running into a town suburb.

Two firefighters who tried to stop them were injured and needed hospital treatment.

The statement says 18 of the animals remain on the loose Friday. The rest have been corralled or tranquilized.

The Secret Republican Plan to Repeal 'Obamacare'

A few minutes after the Supreme Court issued its landmark decision upholding President Obama?s health care law last summer, a senior adviser to Mitch McConnell walked into the Senate Republican leader?s office to gauge his reaction.

McConnell was clearly disappointed, and for good reason. For many conservatives, the decision was the death knell in a three-year fight to defeat reforms that epitomized everything they thought was wrong with Obama?s governing philosophy. But where some saw finality, McConnell saw opportunity ? and still does.

Sitting at his desk a stone?s throw from the Senate chamber, McConnell turned to the aide and, with characteristic directness, said: ?This decision is too cute. But I think we got something with this tax issue.?

He was referring to the court?s ruling that the heart of the 2010 Affordable Care Act, the so-called individual mandate that requires everyone in the country to buy health insurance or pay a penalty, was a tax. And while McConnell thought calling the mandate a tax was ?a rather creative way? to uphold the law, it also opened a new front in his battle to repeal it.

McConnell, a master of byzantine Senate procedure, immediately realized that, as a tax, the individual mandate would be subject to the budget reconciliation process, which exempted it from the filibuster. In other words, McConnell had just struck upon how to repeal Obamacare with a simple majority vote.

The Kentucky Republican called a handful of top aides into his office and told them, ?Figure out how to repeal this through reconciliation. I want to do this.? McConnell ordered a repeal plan ready in the event the GOP took back control of the Senate in November ? ironic considering Democrats used the same process more than two years earlier in a successful, last-shot effort to muscle the reforms into law.

In the months that followed, top GOP Senate aides held regular strategy meetings to plot a path forward. Using the reconciliation process would be complicated and contentious. Senate rules would require Republicans to demonstrate to the parliamentarian that their repeal provisions would affect spending or revenue and Democrats were sure to challenge them every step of the way. So the meetings were small and secret.

?You?re going in to make an argument. You don?t want to preview your entire argument to the other side ahead of time,? said a McConnell aide who participated in the planning. ?There was concern that all of this would leak out.?

By Election Day, Senate Republicans were ready to, as McConnell put it, ?take this monstrosity down.?

?We were prepared to do that had we had the votes to do it after the election. Well, the election didn?t turn out the way we wanted it to,? McConnell told National Journal in an interview. ?The monstrosity has ... begun to be implemented and we?re not giving up the fight.?

Indeed, when it comes to legislative strategy, McConnell plays long ball. Beginning in 2009, the Republican leader led the push to unify his colleagues against Democrats? health care plans, an effort that almost derailed Obamacare. In 2010, Republicans, helped in part by public opposition to the law, won back the House and picked up seats in the Senate. Last year, GOP presidential nominee Mitt Romney?s embrace of the individual mandate while Massachusetts governor largely neutralized what had been a potent political issue.

But, in the next two years, Republicans are looking to bring the issue back in a big way. And they?ll start by trying to brand the law as one that costs too much and is not working as promised.

Democrats will be tempted to continue to write off the incoming fire as the empty rhetoric of a party fighting old battles. But that would be a mistake. During the health care debate, the GOP?s coordinated attacks helped turn public opinion against reform. And in the past two years, no more than 45 percent of the public has viewed Obamacare favorably, according to the Kaiser Family Foundation?s tracking polls. Perhaps even more dangerous for Democrats, now-debunked myths spread by Republicans and conservative media remain lodged in the public consciousness. For instance, 40 percent of the public still believes the law includes ?death panels.?

During the legislative debate over the law, Democrats promised Obamacare would create jobs, lower health care costs, and allow people to keep their current plans if they chose to. Those vows, Republicans argue, are already being broken.

The Congressional Budget Office, the Hill?s nonpartisan scorekeeper, estimated that the health care law would reduce employment by about 800,000 workers and result in about 7 million people losing their employer-sponsored health care over a decade. The CBO also estimated that Obamacare during that period would raise health care spending by roughly $580 billion.

McConnell?s office has assembled the law?s 19,842 new regulations into a stack that is 7 feet high and wheeled around on a dolly. The prop even has its own Twitter account, @TheRedTapeTower.

?All you got to do is look at that high stack of regulation and you think, ?How in the world is anybody going to be able to comply with all this stuff?? ? GOP Sen. Orrin Hatch, told National Journal. ?And I?m confident that the more the American people know of the costs, the consequences, the problems with this law, then someday there are going to be some Democrats who are going to join us in taking apart some of its most egregious parts.?

In fact, just a few hours after that interview last week, 34 Democrats joined Hatch on the Senate floor to support repealing Obamacare?s medical-device tax. Though the provision passed overwhelmingly, it doesn?t have a shot at becoming law because the budget bill it was attached to is nonbinding. Still, Republicans see it as a harbinger of things to come.

?Constituent pressure is overriding the view that virtually all Democrats have had that Obamacare is sort of like the Ten Commandments, handed down and every piece of it is sacred and you can?t possibly change any of it ever,? McConnell said. ?When you see that begin to crack then you know the facade is breaking up.?

Of course, Republicans are doing their best to highlight and stoke the kind of constituent anger that would force Democrats to tweak the law. In fact, if Democrats come under enough pressure, Republicans believe they might be able to inject Obamacare into the broader entitlement-reform discussion they are planning to tie to the debt-limit debate this summer.

But that is a long shot. If Republicans hope to completely repeal the health care law, they have to start by taking back the Senate in 2014 and would likely need to win the White House two years later. Still, some Republicans think the politics are on their side.

?I?m not one of those folks who ... because I didn?t support something, I want it to be bad. I want good things for Americans. But I do think this is going to create a lot of issues and ? affect things throughout 2014 as it relates to politics,? Republican Sen. Bob Corker said. ?The outcome likely will create a better atmosphere for us.?

Republicans will need to win half a dozen seats to retake the chamber. So, what are the chances??

?There are six really good opportunities in really red states: West Virginia, North Carolina, Louisiana, Arkansas, South Dakota, and Alaska,? McConnell said last week. ?And some other places where you have open seats like Michigan and Iowa. And other states that frequently vote Republican, an example of that would be New Hampshire. So, we?re hopeful.?

And earlier this week, Democratic Sen. Tim Johnson put his home state of South Dakota in play when he announced he will not be running for reelection in 2014.

In addition to trying to win back the Senate, McConnell will have to protect his own seat in two years. McConnell has made moves to shore up his right flank to fend off conservative challengers. He?s hired fellow Kentucky Republican Sen. Rand Paul?s campaign manager, who helped Paul defeat the establishment candidate McConnell backed in the primary. ?

In the meantime, Republicans will continue to, as GOP Sen. John Barrasso put it, ?try to tear (Obamacare) apart.? And the GOP suspects it might get some help from moderate Democrats less concerned about protecting Obama?s legacy than winning reelection.

It?s just the latest act in a play that saw McConnell give more than 100 floor speeches critical of Democratic reforms and paper Capitol Hill with more 225 messaging documents in the 10 months before Obamacare?s passage. Away from the public spotlight, McConnell worked his caucus hard to convince them to unite against the law, holding a health care meeting every Wednesday afternoon. GOP aides said they could not remember a time before, or since, when a Republican leader held a weekly meeting with members that focused solely on one subject.

?What I tried to do is just guide the discussion to the point where everybody realized there wasn?t any part of this we wanted to have any ownership of,? McConnell recounted. ?That was a nine-month long discussion that finally culminated with Olympia Snowe?s decision in the fall not to support it. She was the last one they had a shot at.?

Indeed, some Republicans remember opposition forming organically as it became clearer where Democrats were headed, crediting McConnell for crystallizing the issue. Asked who unified Senate Republicans against Obamacare, Corker recalled, ?I think it happened over time.? As time moved on, it just seemed that this train was going to a place that was going to be hard to support.?

McConnell had finally won his long-fought battle to unite the conference against Obamcare. And some Republicans credit McConnell with being first to that fight.

?He had the Obama administration?s number before almost anyone else,? Hatch recalled. ?He began laying the groundwork for this fight very early, in private meetings and so forth, and really was the first one on our side in the ring, throwing punches just about how bad it was for families, businesses, and our economy.?

?There?s been no stronger fighter against this disastrous law than Mitch McConnell,? he added.

And as McConnell?s war continues, Democrats have begun positioning themselves for the next battle. Leading up to last week?s three-year anniversary of the law?s passage, Democrats held press events touting its benefits, claiming more than 100 million people have received free preventive services; 17 million children with preexisting conditions have been protected from being denied coverage; and 6.6 million young adults under 26 have been covered by their parents' plan.

Democrats wisely rolled out many of the easiest, most-popular Obamacare benefits first. The next few years will see the implementation of provisions that are both more complicated and controversial, like creating state-based insurance exchanges where people can buy coverage. Asked about the political ramifications of possible implementation problems, Democratic Sen. Max Baucus, a chief architect of Obamacare, sidestepped the question saying, "My job is to do my best to make sure this statute works to help provide health care for people at the lowest possible cost."

Far from a full-throated assurance that everything will run smoothly, Baucus?s answer hints at the dangers Democrats face as Obamacare comes online.

And with the law moving from the largely theoretical to the demonstrable, the health care debate is poised to return to intensity levels not seen since before the law passed.

For congressional Republicans, it?s probably their last, best chance to turn opposition into political gain.

And much of that job falls to McConnell, a brilliant defensive coordinator who will have to play flawless offense if he hopes to take control of the Senate next year.

US study: Fewer dying in hospitals, more at home

(AP) ? Surveys show most Americans would rather die at home than in a hospital. Now, a new government study suggests more and more people getting their wish.

The researchers studied the deaths of patients admitted to a sampling of hospitals. They determined that hospital deaths accounted for 29 percent of U.S. deaths in 2010, down from more than 32 percent in 2000.

Meanwhile, other reports indicate deaths in the home grew from 23 percent to 27 percent over the decade. Deaths in nursing homes held steady at around 21 percent.

The Centers for Disease Control and Prevention released the figures Wednesday. CDC officials said the growing availability of hospice care may be one factor for fewer hospital deaths.

Texas legislators must do their jobs ? and not allow concealed guns on campus

The Texas state legislature is considering a bill that would allow concealed handguns on public college and university campuses. Although the bill is being proposed in a gun-friendly state, if it becomes law, it may fail the very people it is intended to help.

The reality is that students, the main constituents affected by the legislation, are at odds with guns-on-campus legislation. Six student governments representing more than 200,000 students at Texas?s largest public universities have all explicitly rejected the proposal.

Not all students in Texas are opposed. A petition circulating at private Baylor University has gathered more than 600 student signatures in support of the bill, SB 182. And the Student Senate at Texas A&M passed a conceal-carry bill for the campus last fall, overriding the veto of the student body president. Still, the override came despite referendums that showed opposition from the majority of students at Texas A&M ? designated America?s most conservative university by the Princeton Review.

Opinion polls of students at the University of Texas San Antonio and Sam Houston State University also show that a majority of the students ? and not just student governments ? oppose concealed handguns on campus.

There is something wrong when legislators are not taking into account the needs and perspectives of the majority of people who are affected by a bill. That runs counter to the idea of representative government. And it?s poor policymaking.

Passing SB 182 in Texas would be particularly significant for gun culture on American campuses. Twenty-three states leave the decision of banning or allowing concealed weapons up to the public college or university itself. Utah stands alone among them as the only state that specifically says such institutions may not ban them. The Texas law would join Utah in forcing public universities to allow weapons on their campuses.

Texas isn?t alone in proposing concealed guns on public campuses. A similar bill was passed by the Arizona legislature in 2011 but the governor vetoed it. In the past two years 23 other states have introduced bills to put guns on campus or continued to debate pre-existing legislation on the topic.

Students at Texas universities, however, also aren?t alone in rejecting these measures. This month, Arkansas Gov. Mike Beebe signed a bill whereby public colleges and universities can choose to allow concealed firearms on their campuses. The University of Arkansas student government drafted and passed its own legislation opposing the bill.

Kansas is trying to pass legislation bringing concealed weapons onto campus, despite every public student government in the state passing its own opposing legislation. In Montana, the Board of Regents, which controls the state university system, is fighting against the state government to keep guns off campus.

Texas Sen. Brian Birdwell (R), who introduced SB 182, and those lawmakers who support him were not elected to impose their own political ideologies on the populace. They were elected to represent its interests and desires.

This is not always easy to determine, but in this case the facts are clear: An explicit majority of Texas university administrations, student governments, and students themselves do not want guns on their campuses. It is the Texas Senate?s job to respect and reflect that.

Texas SB 182 should also be defeated for policy reasons. In 2010, when a similar bill was brought onto the Texas Senate floor, two key Democratic senators withdrew their support because of expected increases in the cost of university insurance.

Dan Arguijo, spokesperson for Houston Community College, told the Texas Tribune in 2011 that liability insurance payments for the college could rise by as much as $780,000 to $900,000 a year. This is pertinent given that the new bill comes in the midst of sweeping budget cuts at Texas universities that have resulted in students collectively losing more than $56 million in needs-based financial aid grants.

The cost conundrum poses an interesting question that supporters of concealed handguns on campuses have to answer: Does the right to carry a gun and the perceived safety that comes with it outweigh the right to an education and a better life?

Higher insurance premiums also undermine safety arguments by the bill?s supporters. Rising insurance costs for having guns on campus means that insurance companies? actuarial teams have scientifically and mathematically calculated that when guns are on campus, the rate of incidence will increase. So where is the safety advantage?

As state legislatures across America address concealed handguns on their campuses, it is important that they remember the negative cost and safety implications of such laws ? and that they remember their jobs as representatives. They?re a conduit for the people?s voices, not their own.

Coney Island's coaster back, even if it isn't

The Cyclone in Coney Island (Holly Bailey/Yahoo News)BROOKLYN, N.Y.?Erik Knapp was just 7 when he took his first turn on the Cyclone, Coney Island?s famed wooden roller coaster. His mother had insisted that he was too young to ride the old rickety coaster, but his grandfather took him anyway, and to hear Knapp tell it, it was love at first ride.

In the years since, Knapp, who is now 47, estimates he?s ridden the coaster ?at least 2,000 times? and says he?ll ride it until the day he dies. As proof, he points to a gigantic tattoo of the Cyclone he had inked on his right bicep many years ago. It?s a permanent depiction of the coaster?s iconic red Cyclone sign and a train of passengers falling on the ride?s first major drop. Seated in the front seat alone is a skeleton.

?That?s me,? Knapp says, grinning. ?This ride is such a part of my life. I have never lost the thrill of it, and I don?t think I ever will.?

But in October, Knapp worried he might lose his beloved ride forever in the fierce winds and flooding of Superstorm Sandy. A massive nine-foot storm surge wiped out many businesses along Surf Avenue, Coney Island?s main strip, and flooded the 86-year-old coaster. But unlike the Jet Star, the coaster in Seaside Heights, N.J., which collapsed into the sea and became an iconic image of Sandy?s devastation, the Cyclone stayed put. And on Sunday, it reopened?along with the Wonder Wheel Ferris wheel and the rest of the amusement park that city officials once feared might not be able to recover in time for this summer.

?Coney Island is open!? Brooklyn Borough President Marty Markowitz declared as he and Sen. Chuck Schumer christened the Cyclone?s reopening by smashing a wine bottle full of egg cream on the ride?s first car.

But all around Coney Island, there are still signs of Sandy?s wrath.

Down the block, the original location of Nathan?s Famous hot dogs remains closed. Its customers have been rerouted to another location on the boardwalk as it tries to reopen later this spring. Coney Island USA, home to vintage games and a freak show, is still closed after flooding caused more than $400,000 in damage to its historic building. And the nearby New York Aquarium also remains closed after heavy damage. Staff there say they hope to reopen by May.

On Sunday, across the street from the Cyclone, about a dozen local residents quietly protested the hype surrounding the amusement park?s reopening. Waving signs that read ?People Live Here? and ?Coney Island is Not Back,? they accused city officials of focusing more on getting the rides open than helping to rebuild the rest of the neighborhood.

?In a lot of buildings, we still don?t have heat. We don?t have a library. We don?t have a police station. We don?t have a post office,? said Dana Monroe of the People?s Coalition of Coney Island, which organized the protest. ?Where are the grand openings for things that actually help the people who live here??

Jeri Gventer, who works with seniors who live on the west end of Coney Island, complained that many of the senior centers in the neighborhood remained without needed repairs. In one building, the elevator has been out of service since Sandy?a big deal because many elderly residents can?t climb stairs very well, if at all.

?This neighborhood is very poor,? Gventer said. ?We can?t do these things without help. And we just feel ignored.?

Across the street, Markowitz said he sympathized with their plight?and blamed delays in receiving state and federal aid as the reason for the slow recovery in the neighborhood. He pointed out that the Cyclone and the rest of the amusement park had opened so quickly in part because the owners of the facility had used their own money to make repairs instead of waiting for public help.

But Markowitz insisted the amusement park would help Coney Island?s recovery because many of its employees live in the neighborhood, and it would likely spur additional redevelopment. But, he added, that doesn?t mean the job in Coney Island is done.

Motioning to the protesters, Markowitz said, "It's right for them to be here, so they put right in front of those that have that responsibility, which is Sen. Schumer, the Assembly, the Senate, Congress, City Council, borough president, all of us, to make sure that we stay focused on resolving their needs.?

But for Knapp, the Cyclone?s return was more than just the reopening of his favorite thrill ride. In October, his home in nearby Gerritsen Beach suffered severe flooding in Sandy, and he said he's spent the past five months slowly trying to rebuild and recover from the storm.

?The Cyclone coming back is not just an important symbol of recovery for the neighborhood, it?s important to me. It gives me a sense of normalcy,? Knapp said.

So on Saturday night?as he has for the past eight years?Knapp got in line outside the Cyclone at just after 8 p.m. so that he could be the first to ride the coaster on its reopening day. He camped outside with a group of friends.

Just after noon on Sunday, he bounded up the roller coaster's entrance ramp and jumped into the train?s first car, where he proudly showed a group of reporters his Cyclone tattoo and the word ?CYCLONE? shaved into his hair. He was so excited he could barely sit still.

?Last night was one of the coldest nights I?ve ever spent out here, but it was worth it,? Knapp said. ?I love the Cyclone. I love Coney Island. It feels good to be back.?

Automakers pitch in to help Detroit as state takeover begins

DETROIT (Reuters) - U.S. automakers joined other Michigan businesses on Monday in donating $8 million for new ambulances and police cars to Detroit as state-appointed emergency manager Kevyn Orr took over running the destitute city.

Bankruptcy attorney Orr slipped into city hall early on Monday before protesters opposed to his appointment had arrived to try to block his entrance. He later assured Mayor Dave Bing and city council members that he wants to collaborate with them in digging out of the city's financial hole.

"I acknowledged to the mayor that this is somewhat of a unique situation, and that we are going to work together as best we can to move forward to do what we can for the city," Orr said at a joint press conference with Bing.

Once the thriving birthplace of the auto industry and Motown popular music, Detroit has been in a long slide. It is the poorest big city in the nation and most of the 700,000 residents live in neighborhoods riven with crime and lacking basic services such as lighting, police and fire protection.

Michigan's Republican Governor Rick Snyder recruited Orr to clean up the finances of the city but his assignment is expected to extend beyond money.

Two hours after Orr's arrival, Bing announced the donation from the U.S. automakers. General Motors Co, Ford Motor Co, and Chrysler Group LLC, which have their headquarters in the Detroit area, joined Blue Cross Blue Shield of Michigan, Quicken Loans and other area companies in the effort, Mayor Dave Bing announced.

"This is an unprecedented collaboration between the business community and the mayor's office," said Bing at a press conference with business leaders and public safety officials.

The effort to fund the ambulances and police cruisers was led by Roger Penske, chief executive of Penske Automotive Group Inc, who appeared with Bing at a press conference.

Getting help from companies and foundations is key because Orr, a Washington, D.C.-based bankruptcy lawyer who worked on the Chrysler bankruptcy and restructuring in 2009, is unlikely to receive large amounts of money from the federal or state governments to bail out Detroit.

The companies donated money to a tax-exempt nonprofit that will in turn lease the vehicles to the city, and well as pay for their upkeep.

Joe Hinrichs, Ford's head of North and South America, said each of the three companies will provide roughly the same amount of 100 police cruisers, which Penske said would be delivered in 60 to 90 days.

Penske said the 23 ambulances will be on the streets in 120 to 150 days.

Bing said the city's current fleet of 23 ambulances is aging and prone to mechanical failures. Some have 250,000 to 300,000 miles on them and of the 23, four or five are out of service on any given day.

City officials have said that over the past three months as few as 10 to 14 ambulances are available at times for the city of 700,000 people and 143 square miles.

Some of the older ambulances and police cruisers will be retired once the new leased ones arrive.

On January 29, two children, ages 4 and 6, were unconscious after a fire consumed their west-side Detroit home. As firefighters tried to resuscitate the children, paramedics failed to arrive. So firefighters rushed the two children in a fire rig to the hospital. The 6-year-old died, and his brother barely survived.

Orr has said improving public safety is a top priority but he did not outline any specific steps on his first day.

He has said that he wants to avoid Detroit filing for bankruptcy, which would be the largest municipal bankruptcy in U.S. history.

A few dozen protesters gathered in front of Detroit's city hall on Monday, objecting to an unelected manager. So far, protests over the state takeover of Detroit have been sparsely attended and peaceful.

Kyle Busch wins wild race at California after Joey Logano, Denny Hamlin crash on final lap

A week after Joey Logano and Denny Hamlin tangled at Bristol, they collided in dramatic fashion on the final lap at Auto Club Speedway Sunday, allowing Kyle Busch to speed by to victory.

Busch celebrated a dramatic win while the late-race fireworks left Hamlin injured and Tony Stewart fuming and going after Logano on pit road.

Hamlin, who wrecked Logano at Bristol, was trying to pass Logano for the lead when Logano drifted high and banged into him.

Busch, who had dominated the race but lost the lead to Logano on the final restart, was running them down when the collision occurred. Busch squeezed to the outside of Hamlin and shot into the lead while Logano and Hamlin both hit the wall and crashed.

Hamlin?s car spun and slammed nose-first into the inside wall, the impact lifting the front of his car off the ground. Hamlin climbed from his car but sat down on the pavement, where he was attended to by safety workers. He was transported to the infield care center, where he was awake and alert, and was later taken to a local hospital for observation. Hamlin's girlfriend, Jordan Fish, tweeted that Hamlin may have a back injury.

Stewart, meanwhile, was furious with Logano over a late restart. Stewart charged after Logano on pit road and shoved him and took a swing at him before being restrained by the two crews.

Stewart was livid at Logano for blocking him on the final restart.

"What the hell do you think I'm mad about?" Stewart snapped at a Fox TV reporter. "Some little (expletive) ran us clear down to the infield. He wants to (expletive) about everybody else, but he's the one who drivers like a little (expletive). I'm going to bust his ass."

Logano said he was simply trying to protect his position.

"I had to throw the block; that was the race for the lead," Logano said. "If the 14 (Stewart) got by me, that would have been the end of my opportunity to win the race. I was trying to protect the spot I had."

Busch, meanwhile, rallied to win a race that he had dominated until the wild final restart. The win was his first Cup victory in 31 races, dating back to last April at Richmond. It was his second Cup win at Auto Club Speedway, but the first for Joe Gibbs Racing.

Dale Earnhardt Jr. wound up finishing second in one of the wildest races ever at California. Logano finished third followed by Carl Edwards, Kurt Busch and Greg Biffle.

Hamlin wound up finishing 25th, while Stewart finished 22nd. Points leader Brad Keselowski finished 23rd, allowing Earnhardt to take the points lead after five races.

Busch had come on strong after a slow start to the season, finishing fourth and second in his last two races. He won the Nationwide Series race at California Saturday and then dominated the Cup race on Sunday.

He held the lead on the final restart with 11 laps remaining, but had to deal with a host of hard-charging contenders. Logano held off Stewart on the restart and took off after Busch, taking the lead with seven laps remaining.

Hamlin, who had pitted for four fresh tires during the final caution period, then entered the picture, renewing the rivalry that began last week when he wrecked Logano at Bristol, causing Logano to go after him on pit road after the race.

Logano held the lead on the final lap, but Hamlin caught him and pulled alongside him. As they raced for the lead, Logano drifted up the track, hitting Hamlin in the door as Busch zoomed by on their outside. Busch sped away for the win while Logano and Hamlin both slammed the wall and crashed.

Busch said he could see the wreck coming.

"They forgot about me. I knew they would," he said. "I was hoping I could get by them before they wrecked. When they ran through three and four, I thought, 'This is golden ... I can make this happen.' I put my foot to it and drove by them before they started crashing.

"We weren't going to win it if it hadn't been for their battle there."

Logano had little to say immediately after the race about the collision with Hamlin.

"We were fast and led a lot of laps. There's nothing to hang our heads about," he said.

Logano, who was in a confrontation with another driver for the second straight week, said he would try to smooth things over with Stewart.

"I'll talk to him and we'll see what happens," he said.

Stewart was hearing nothing of it.

"He sent Denny to the hospital and screwed up our day," Stewart said. "He talks the talk but he doesn't walk the walk. He lets his crew guys walk the walk for him. ? After he threw a water bottle at my like a little girl, we'll go at it."

Busch dominated the race early, taking the lead from teammate Matt Kenseth and pulling away.

He had to deal with a surprise contender, though, as Joey Logano flashed some speed for the second straight week.

A week after getting wrecked by former teammate Denny Hamlin and confronting him after the race, Logano raced Hamlin hard but clean early in the race at California.

He then took off after Busch, taking the lead from him on Lap 44 and staying with through a round of green-flag pit stops.

Busch regained the lead and dominated the middle portion of the race before Logano swept past him again on a restart on Lap 121.

Several drivers found trouble early.

When Timmy Hill blew an engine on Lap 37, bringing out a caution flag, Clint Bowyer, Brad Keselowski, Kasey Kahne, Jeff Gordon and Kurt Busch all slid in the oil and hit the wall, suffering minor damage to their cars.

Then, during green-flag pit stops, Kevin Harvick and Kurt Busch were both nabbed for speeding. And during another caution period on Lap 91, Keselowski, who had driven into the top 10 after starting at the rear of the field, also was penalized for speeding.

Matt Kenseth also found trouble when he and former Roush teammate Greg Biffle slammed into each other, causing Kenseth to fade with a tire rub. Kenseth had been running in the top five but faded to 26th after pitting under green.

During the next caution period, on Lap 120, Dale Earnhardt Jr. had trouble on his pit stop, spending 20 seconds in his pit stall after a problem on the right rear. Earnhardt dropped from third to 22nd on the ensuing restart.

Logano was leading when another caution flag led to some gambles on pit road. While Busch and Logano took four tires, Tony Stewart, Bowyer, Keselowski and Kenseth all gambled on two, jumbling up the lead pack.

Stewart held the lead on the restart, but Busch needed just 11 laps to charge from 10th to regain the lead.

UCLA fires Ben Howland as basketball coach

LOS ANGELES (AP) ? In what turned out to be a last-chance season for Ben Howland at UCLA, he wasn't able to stabilize the storied basketball program that had been roiled by problems on and off the court.

Another early round exit from the NCAA tournament hastened his firing after 10 seasons as Bruins coach.

Howland took the program to three Final Four appearances from 2006-08 and won four Pac-12 championships, including this season.

But the Bruins were bounced out of the NCAAs with an 83-63 loss to Minnesota in the second round last Friday, and athletic director Dan Guerrero summoned Howland to his office on Sunday to deliver the news that he was out.

"As I looked at the entire program and where I felt we were, especially headed into next year, I felt like now was the appropriate time to make the change and get a fresh start," Guerrero said in an evening teleconference.

Howland had a 233-107 record as the longest-tenured coach in Westwood since John Wooden retired in 1975 after leading the Bruins to 10 NCAA championships in a 12-year span.

Howland, who turns 56 in May, was the eighth coach at UCLA since Wooden, with the school's only national title since then coming in 1995 under Jim Harrick. He came to UCLA in April 2003 and rebuilt a program that had fallen on hard times under Steve Lavin.

Howland won 97 games during that three-year Final Four run, more than any other coach in school history. He embraced and reveled in UCLA's history and tradition, and kept Wooden close to the program until the legendary coach died in 2010.

"I have been blessed with the opportunity to coach at UCLA for 10 years," Howland said in a statement through the university. "The UCLA community and fans have been unbelievable to my family and I, and it's been an honor and privilege to represent this great institution. I look forward to what comes next."

Howland was under contract until 2017 with a buyout of $2.3 million. Guerrero said any payout is subject to reduction if Howland gets another job.

The Bruins rallied to win the Pac-12 regular-season title earlier this month and then lost to Oregon in the tournament title game playing without freshman Jordan Adams, who broke his foot in the semifinals. His absence hurt the Bruins in their loss to Minnesota.

"We had such a depleted roster," Guerrero said, citing that as one of the reasons he fired Howland.

There was a distinct lack of buzz around the program this season despite the Bruins' return to a newly renovated Pauley Pavilion, with only a handful of games selling out.

"I would certainly not lay all of that on Ben's shoulders by any stretch of the imagination, but we need to generate as much fan support as possible and get people in the seats," Guerrero said.

Known for his emphasis on defense, most of Howland's teams played a grind-it-out style that was criticized until he changed to an up-tempo pace this season.

"We pushed the ball a lot more and scored at a much higher rate, and I know that our fans liked that," Guerrero said, noting that he would consider prospective replacement candidates "who can play a fun brand of basketball, but also a quality brand of basketball. We don't want to bring in a coach that is going to average 50 points a game."

Guerrero declined to name any potential candidates for the job, saying that a wide net would be cast. He planned to talk to Howland's assistants on Monday.

"We're going to try to bring someone here that will excite the fan base," he said.

There were high expectations going into this season.

But it began under the cloud of NCAA investigations involving star recruits Shabazz Muhammad and Kyle Anderson.

Muhammad missed the first three games and had to repay $1,600 in impermissible benefits after the NCAA and UCLA found that he had accepted travel and lodging during three unofficial visits to Duke and North Carolina.

Anderson was cleared to play after being investigated for potential recruiting violations.

There were other problems that roiled the program, too.

Center Joshua Smith quit for personal reasons and guard Tyler Lamb left over a lack of playing time in the same week in November that the Bruins were upset by Cal Poly and dropped out of the Top 25.

A year ago, UCLA's season ended in turmoil after the Bruins went 19-14 and missed the NCAA tournament for the second time in three years. Howland kicked standout Reeves Nelson off the team and an unflattering Sports Illustrated article suggested that the coach had lost control of the team.

The Bruins played the entire season on the road while Pauley Pavilion underwent a major renovation.

"It was understandable that we might have a difficult year," Guerrero said. "I wanted to give him the opportunity to continue with the program and see if we can get it on stable footing."

Howland then bought himself more time with his best recruiting class since the program made those three straight Final Four appearances.

Muhammad, Anderson and Adams had standout seasons as freshmen, although Muhammad is expected to leave early for the NBA draft and futures of Anderson and Adams are uncertain in the wake of Howland's dismissal.

Howland arrived from a Pittsburgh program he had taken to national prominence in his four years at the helm. His other head coaching job was at Northern Arizona rom 1994-99.

Howland's exit leaves both Pac-12 schools in Los Angeles with men's basketball coaching vacancies. Southern California fired Kevin O'Neill in January.
